CCTV footage from 15 October showed two explosions at the courtyard of the State Attorney General's Office in Playas de Tijuana. The Prosecutor General's Office of the State of Baja California claimed that the attack targeted the anti-kidnapping unit of the facility, resulting in damage to several vehicles.
In a press conference on Thursday, Baja California State Attorney General María Elena Andrade Ramírez confirmed that explosive devices were remotely delivered by UAV. Each device consisted of a plastic bottle containing a quantity of gunpowder, nails, ball bearings and metal fragments. Andrade Ramírez added that the explosive devices were detonated remotely several kilometres away.
Cartels are reportedly retaliating against the ongoing decommissioning of drug shipments. The event in Tijuana is likely related to a previous event involving damage to police vehicles in Ensenada on 21 September - Tijuana is reportedly a centre for cross-border smuggling. Notably, in June 2025, US Border Patrol agents uncovered a half mile narcotics smuggling tunnel linking Tijuana, Mexico to San Diego in the US.
