Ukraine – Recovery of chloropicrin and plastic explosives by the FSB

On 1 July 2025, the Federal Security Service (FSB) announced the discovery of a makeshift Ukrainian Armed Forces (UAF) chemical laboratory containing vials of a banned toxin in Illinka, Donetsk Oblast. In footage released by the FSB, personnel are seen handling three bundles of at least sixteen vials containing an unspecified quantity of chloropicrin, with grey plastic explosives in the centre. Chloropicrin, also known as PS, was determined by the US Department of State (DOS) as having been used by the Russian Armed Forces (RuAF) as a choking agent against Ukrainian troops.

The BME recovered was likely used for the manufacture of IEDs intended to be remotely delivered by UAV. Additional reports state that a tailfin could be attached to one end and an impact fuse on the other, designed to detonate the plastic explosives and release the toxic industrial chemical upon impact with the target.
